Vaccine for Children Program*

From 1989 – 1991, a measles epidemic hit the U.S. resulting in tens of thousands of cases of measles and hundreds of deaths. Upon investigation, the CDC found that more than half of the children who had contracted the virus had not been immunized, even though many of them had seen a health care provider.

In partial response, Congress passed the Omnibus Budget Reconciliation Act (OBRA) on August 10, 1993. This created the Vaccines for Children (VFC) Program. VFC became operational the following October. Known as section 1928 of the Social Security Act, the Vaccines for Children program is an entitlement program for eligible children, age 18 and under.

In 2013, the VFC program updated its regulations on vaccine storage and handling, and are now seeing their regulations picked up as statewide mandates. California and New York have already adopted  VFC regulations as their benchmark, and Illinois passed legislation that will make VFC the official decree beginning in January 2017.
